# scopeName

Canonicalize scope name in the form it is derived from: Unicode NFC,
non-empty, no leading or trailing whitespace, and no `/` (which would
indicate a *path*). Case is significant.

If the name is empty, padded with whitespace, contains `/`, or is not well-formed Unicode.
